The 1 July 2026 deadline for vans is now seven weeks away, and enforcement of the heavy-truck rules that took effect last August is in full swing. Smart Tachograph V2 — the second-generation EU recording device with automatic border detection, Galileo-authenticated GNSS and remote enforcement readouts — is no longer a future project. It is the legal baseline for every commercial vehicle that crosses an EU border. Fleets still running Smart Tachograph V1, digital or analogue units on international work in May 2026 are operating illegally and accumulating roadside risk in real time. The European Commission's 19 August 2025 statement confirmed the retrofit phase for heavy goods vehicles has "concluded," and DSRC-equipped enforcement teams from Calais to Katowice are now using V2 data to pre-target stops. Below, what fleet managers must actually know and do this quarter.

What V2 changes about the device on the dashboard

Smart Tachograph V2 — referred to in regulations as G2V2 or SMT2 — is the third evolution of EU tachograph hardware. Analogue tachographs (mandatory until 2006) wrote to paper discs. First-generation digital units (2006–2019) stored data electronically but with no positioning. Smart Tachograph V1, introduced 15 June 2019, added GNSS positioning, a 5.8 GHz DSRC radio link for roadside scanning and an optional ITS Bluetooth interface. V2 adds the features that make the system genuinely useful for enforcement: automatic recording of every border crossing, automatic logging of loading and unloading operations with GNSS coordinates, mandatory ITS interface, anti-spoofing Galileo Open Service Navigation Message Authentication (OS-NMA), 56-day on-board storage (doubled from 28), secure remote software updates and a second independent motion-source for tamper detection.

In practical terms, the new generation looks the same in the cab but behaves differently. The vehicle unit cross-checks the gearbox motion sensor against GNSS to detect emulators. When the truck crosses a NUTS 0 boundary, the unit timestamps and stores the country code with no driver action. When the driver presses the load or unload menu button, the unit captures position and time as court-grade evidence. Inspectors can scan all of this from a gantry without stopping the vehicle. The commercial units carrying these capabilities are essentially a duopoly: Continental VDO's DTCO 4.1 and the OSNMA-active DTCO 4.1a (type-approved 26 March 2025), and Stoneridge's SE5000 Smart 2 and SE5000-8 (May 2025). Intellic/ZF EFAS-4.11 appears mainly at the OEM fitment level.

The regulation chain you need to cite

Three EU instruments matter. Regulation (EU) No 165/2014 is the core tachograph law. Regulation (EU) 2020/1054 — the Mobility Package 1 amendment of 15 July 2020 — set the V2 phase-in dates, extended driving-rule scope to 2.5–3.5 t vans and introduced the manual border-crossing duty that applied from February 2022 to non-V2 units. The technical specification sits in Commission Implementing Regulation (EU) 2021/1228 of 16 July 2021, which rewrote Annex IC of (EU) 2016/799 and entered into force on 19 August 2021. A short bridging act, (EU) 2023/980, allowed "transitional" V2 units without active OS-NMA while the Galileo authentication service finished rollout; OS-NMA went operational on 24 July 2025, and all new registrations from 24 December 2025 require fully-activated authentication.

The Commission did not grant a grace period for August 2025, unlike the December 2024 deadline. IRU EU Director Raluca Marian characterised compliance as "an unprecedented successful effort," but no official EU-wide retrofit percentage has been published, and prohibition notices issued through Q4 2025 confirm a stubborn long tail of non-compliant operators.

What fleet managers must do before July 2026

The retrofit obligation is route-defined, not vehicle-defined. A single cross-border journey or cabotage leg pulls a van into the new regime; an otherwise identical van on purely domestic work is exempt. Trailer combinations matter — gross combination weight above 2.5 t is the trigger, so a sub-2.5 t van towing a heavy trailer is in scope. Operators should run an internal audit identifying every 2.5–3.5 t LCV that has crossed a border in the last twelve months, then book workshop time immediately.

The retrofit itself takes roughly three to five hours per vehicle in an approved tachograph centre (DVSA ATC in the UK, §57b workshop in Germany, NSAI in Ireland). Combine it with a scheduled two-yearly periodic inspection to cut labour costs. Heavy-truck retrofits have settled around €1,200 all-in; LCV retrofits are running €3,500–€4,700 because vans were never designed for tachograph fitment, and trade sources report Q2 2026 prices 40–60% above late-2025 booking rates as workshop slots tighten. The hardware itself is €600–€900 ex VAT for a VDO DTCO 4.1a or Stoneridge SE5000-8 unit. Old G2V1 driver and company cards remain physically valid in V2 hardware, but a non-V2 driver card disables automatic border recording and forces manual entry. New Gen2V2 driver cards cost €40–€70 and store 56 days of activity.

A workable action sequence sits comfortably in five steps:

  • Audit and segment: identify each vehicle's current tachograph generation and its international duty cycle over the last twelve months.

  • Book workshop slots now: capacity is the binding constraint, not hardware availability.

  • Issue new Gen2V2 driver cards for any driver running internationally, and verify download tools and analysis software (TIS-Web, OPTAC3, Tachomaster, Webfleet, Geotab) support the V2 data format.

  • Extend internal record retention to 56 days to match the rolling roadside production rule that took effect 31 December 2024.

  • Train drivers on the load/unload quick-input button and confirm that automatic border detection works only with a Gen2V2 card inserted.

The pay-off beyond compliance is real. VDO Link, Geotab RDL, Webfleet, Samsara and Descartes SmartCompliance now all support remote tachograph download over the ITS Bluetooth or telematics gateway, eliminating depot returns for the 28-day driver-card and 90-day vehicle-unit downloads. In-cab tools — VDO Counter, Stoneridge's Driver Timer Display — give drivers live remaining-drive-time prompts that reduce 561/2006 infringements. Continental's "Distributed Tolling Solution" uses the tachograph's authenticated GNSS as the input for EETS tolling, signalling where the device class is heading: a multi-purpose data-trust anchor rather than a single-purpose recorder.

How enforcement actually works in 2026

Roadside enforcement is now a two-stage process. Officers operate a Remote Early Detection Communication Reader (REDCR) — usually mounted on a bridge or in a roadside vehicle — and insert a Gen2 control card to decrypt a payload from passing tachographs. The DSRC payload covers the last ten days and contains 25 standardised Remote Tachograph Monitoring (RTM) data items: vehicle plate, speeding flags, motion-data errors, sensor-versus-GNSS conflicts, power interruptions, security-breach timestamps, calibration history and — new in V2 — continuous driving time, daily driving time and weekly/fortnightly driving totals. DSRC results are a preselection tool only; they cannot be standalone evidence and must be confirmed at a physical stop.

Penalties for running a non-compliant unit on international work vary sharply by jurisdiction but converge on a "vehicle-stopping" outcome. France imposes up to €30,000 plus one year's imprisonment plus immediate immobilisation under Code des transports L. 3315-4/5; Czech Republic caps at CZK 350,000 (~€13,932); Belgium ranges €251–€25,000; the Netherlands doubled its tachograph-manipulation fine to €4,400 in 2023; Spain charges €2,001 plus immobilisation; Germany sits at €1,500 routine and up to €30,000 for serious cases; Italy issues dual fines of €866–€3,464 to the driver and €831–€3,328 to the operator under Article 179 CdS; Poland totals around €2,870 (PLN 12,000) split between company and transport manager; the UK applies £300 fixed penalties plus prohibition notices and OCRS damage. Cumulative exposure on a multi-country corridor such as Lisbon–Hamburg can theoretically stack to €70,000. The first documented V2-era fine landed on 1 March 2025 in Bari, against a Bulgarian driver: €866, ten penalty points, three-month licence suspension. Risk ratings feed into ERRU under Implementing Regulation (EU) 2022/695, where most-serious infringements carry 90 points each and accumulating thresholds trigger good-repute review of the Community Licence.

The five misconceptions still costing fleets money

Despite eighteen months of trade press coverage, a small number of mistaken assumptions keep producing prohibitions. The most expensive is the belief that a single domestic-registered vehicle making one cabotage leg can wait to retrofit — it cannot, and the retrofit must precede the trip. The second is assuming GNSS positioning means live government tracking: it does not. Position data lives inside the vehicle unit and on the driver card and reaches authorities only at physical download or via the limited ten-day DSRC payload. The third is treating old driver cards as fully interoperable — they work, but they degrade automatic border recording and force the driver to enter country codes manually. The fourth is conflating the 56-day roadside production rule with download intervals: downloads remain at 28 days for driver cards and 90 days for vehicle units. The fifth, prominent among UK operators, is assuming Brexit removed the obligation: the UK mirrored the EU rules via the 2022/2023 amendment regulations, and Dover, Folkestone and Holyhead are active enforcement points for inbound and outbound trucks.

What changes after July

The decisive shift in 2026 is sociological, not technical. Heavy-truck fleets have already absorbed V2 - the van segment has not, and the 1 July 2026 deadline brings approximately three to four million additional vehicles into a compliance regime — driving and rest-time rules, driver cards, periodic inspections, posting-of-workers documentation — that their operators have never worked under. The European Labour Authority's "Light vehicles. Big changes." campaign and IRU's repeated warnings reflect a genuine readiness gap. Fleets that treat the July deadline as the start of a learning curve rather than the end of one will spend Q3 2026 absorbing fines and corrective costs while their better-prepared competitors quote on tightening cross-border capacity. The smart tachograph itself is increasingly an enforcement instrument married to a commercial telematics platform: the operators who win the next eighteen months are the ones who treat the retrofit invoice as the entry ticket to remote downloads, real-time driving-hour management and ERRU risk-score discipline — not as a regulatory tax to be minimised.
